Oxford House is a 47-year old model for democratically self-governing, financially self-supporting recovery residences for individuals with substance use disorders. They are gender-specific homes with no time limit on residency which allows for the development of long-term sobriety. They operate in compliance with the requirements of the Oxford House Charter and System of Operations found in the Oxford House Manual. Oxford Houses do not have resident staff managing the individual houses however the model includes training and oversight from the local network of houses and state association, along with technical assistance from Virginia outreach workers.

To serve higher needs/lower recovery capital populations, such as transition aged youth (e.g., youth years of age) with opioid use disorders, some Level II’s provide recovery support services and life skills development but at a lower intensity than Level III’s. National Alliance for Recovery Residences (NARR) is a leading nonprofit organization dedicated to expanding the availability of well-operated, ethical, and supportive recovery housing across the United States. Established to set and maintain high standards for recovery residences, NARR’s goals include ensuring that individuals in recovery have access to safe and recovery-focused living environments that support their journey towards long-term recovery. NARR is a national organization with a unique two-tier organizational structure that combines national reach and influence with state-level knowledge and accountability.

Among the participating recovery residence sites, 32% had residents on parole or probation, 74% had a live-in manager, 30% provided meals to residents, and 77% required residents to attend 12-step meetings and complete a drug test at intake. On average, facilities required 41 days of abstinence prior to intake and most operated on a 12-step based program.
Level III’s are required to be licensed in a few states, reflecting the therapeutic nature of the services provided. Recovery residences provide safe and healthy community-oriented home environments where skills vital for sustaining recovery are practiced within a community-oriented setting. The group experience within the home fosters a culture of recovery based on shared lived experience, support, and structure – this community-based approach is referred to as the Social Model and is the basis of the national Standard for recovery residences.
Until then, there were no widely recognized best practices or quality oversight in the operation of recovery housing, which has been in existence since the mid-nineteenth century. Using input from 48 thought leaders across 12 states, NARR created a uniform language and standards for a wide range of peer-based housing and recovery residences that promote addiction recovery. Participant follow-up rates were 77% for the 6-month interview and 81% for the 12-month interview. Various racial and ethnic backgrounds were represented (47% white, 24% black, 10% other/mixed race,19% Latino/Hispanic).
